Description of problem:

Currently --ignore-system-status is only available in machine-test command but it should suppose be applied to all bkr subcommands.

How reproducible:

Easy

Steps to Reproduce:

Run `bkr workflow-simple --machine <fqdn> --ignore-system-status`

Actual results:

bkr: error: no such option: --ignore-system-status

Expected results:

Should be no such above error.
