Description of problem:

I'm seeing several rendering issues in the UI caused by resizing the web browser screen. The attached screenshots will show:

* Main menu items disappear from the UI if you resize the screen horizontally
* If you resize horizontally to the point that you get a mobile menu, then all submenus change color to the upstream blue color
* Mobile menus get displayed behind any search boxes you may have on the page, such as the Organizations page

Steps to Reproduce:
1. Visit the Organizations page
2. Resize the screen horizontally and note the menu items disappearing or 'popping down' (Administer menu item for example).
3. Resize it until the mobile menu is displayed
