Description of problem:

To integrate Big Switch with RHOSP8, 3 rpms are needed
python-networking-bigswitch-2015.3.8-1.el7.noarch.rpm
openstack-neutron-bigswitch-lldp-2015.3.8-1.el7.noarch.rpm
openstack-neutron-bigswitch-agent-2015.3.8-1.el7.noarch.rpm

However, these three rpms are not included in current RHOSP8 beta builds.

These rpms are builded from
https://pypi.python.org/pypi/bsnstacklib/2015.3.8

The rpm spec file is at
https://github.com/openstack-packages/python-networking-bigswitch/tree/rpm-liberty

The code for the image build already has the right stuff included, but we need the packages delivered in OSP 8.
