Description of problem:
Yum update fails on a newly installed RHEL 6.7 workstation

How reproducible:
By running yum update


Encountered this today while trying RHEL 6.7 on a virtual machine.

Two customers facing this, only on Workstation.

libipa_hbac-python was not updated in the base channel, but it was updated in the "Optional" channel.

Base repo package:
  https://access.redhat.com/downloads/content/rhel---6/x86_64/208/libipa_hbac-python/1.12.4-47.el6_7.7/x86_64/fd431d51/package

Optional repo package:
  https://access.redhat.com/downloads/content/rhel---6/x86_64/206/libipa_hbac-python/1.12.4-47.el6_7.8/x86_64/fd431d51/package

This then causes a yum update to fail due to dependencies, since the rest of sssd in the base repo was updated to bugfix .8, while the -python package is at .7. 


We need to include the .8 bugfix for the -python package in the base repo. 

Maybe I'm missing something that they're different packages, but they look the same to me, and this is causing a problem where the customer cannot update their systems. Attaching those cases.

Just to clarify:

The upgrade scenario(s) being blocked is:
1. Install official 6.7GA release.
2. Subscribe to 6.7.z channel 7 upgrade to z version.
3. Upgrade this to 6.8 (via rhn/cdn/yum repo).

Step 2. is not working because of broken dependencies that yum tries to resolve as a multiarch.

It was filled on sssd probably because it was not clear why got the package libipa_hbac-python.x86_64 moved to optional and whether there was some deliberate change in packaging/dependencies.
