Description of problem:
The last lines of /usr/lib/udev/rules.d/80-storaged.rules are:
# Zram devices setup
KERNEL=="zram[0-9]", ENV{SYSTEMD_WANTS}="zram-setup@zram%n.service", TAG+="systemd

A quote is obviously missing from the end.
