Description of problem: Fresh installation with director. AODH, new alarming, is installed/configured on undercloud. openstack-ceilometer-alarm-(evaluator|notifier) services are still up and running. When 'new alarming' is installed configured it's expected to have aforementioned services stopped & disabled.
