Description of problem:
I saw these again today when running ccsd IPv4 and attempting to join
a cluster:

Sep 10 15:19:42 morph-01 ccsd[3674]: Error while processing connect:
Connection refused

It gets outputed about 15-20 times and then finally succeeds and the
cluster joins and is happy.

I wasn't able to reproduce the errors with IPv6, but was hardly able
to reproduce with IPv4 so I'm not sure IPv6 isn't included with this.

How reproducible:
Sometimes

Steps to Reproduce:
1. ccsd -4 on all nodes
2. cman_tool join on all nodes

What is receiving the connection failure?  The server is denying
access, but to whom?  cman_tool?  If so, are the cman_tools failing
when this happens?

I have to assume that it's cman_tool as it appeared to be stuck 
during the connection errors and then finishs up finally when the 
connection works. All the nodes do end up joining evenually once the 
errors stop.

cman_tool would die if it got such a connect error....
