Hi,
python-jwcrypto is in base channel on all arch/variants, but custodia is:

in base:
x86_64/Server
x86_64/Workstation

in optional:
x86_64/Client
x86_64/ComputeNode
ppc64/Server
ppc64le/Server
aarch64/Server
s390x/Server

Please clarify if this is correct. Thanks!

python-jwcrypto got into all arch/variants as dependency of python2-ipalib.

If you think python2-ipalib should not depend on python-jwcrypto, please file a bug against ipa.
