Back in 2011, the tmpfiled.d snippet that created /run/lock/lockdev was moved to systemd so that other distros would adopt it: https://bugzilla.redhat.com/show_bug.cgi?id=692714 However, this was taken out again in systemd 229: https://github.com/systemd/systemd/blob/08644b22bb40f946d53f953bea6d16f3d4c7c21b/NEWS#L262-L267 Not having the /run/lock/lockdev directory recreated at boot will break any application that links to it (in my case it was minicom). The lockdev package should add back the tmpfiles.d config file that recreates /run/lock/lockdev directory on boot.
