Description of problem:
When we delete env vars on buildconfig edit page only, save button could not be enabled to save changes

How reproducible:
Always

Steps to Reproduce:
1. Create application from image on web console, on create page, add Environment Variables bctest:bc1234 for Build Configuration
2. After app is created, go to browse/builds/<bc-name> page
3. Check added env vars bctest:bc1234 is displayed in Environment tab
4. Access buildconfig edit page
5. Delete environment variables bctest:bc1234 by clicking delete button besides it
6. Click "Save"

Actual results:
6. Save button is disabled

Expected results:
6. Save button should be enabled, then user could save their changes

Due to this limitation, user could not delete env vars if this is the only purpose when editting buildconfig.

Env installation was blocked today, will verify when we could install OSE 3.2 env
