This message was added because the user can update the application settings and it provides a better way to debug and monitor the data warehouse settings.

Add log message if a change was made to the Application Settings, such as 
DWH_TABLES_KEEP_SAMPLES, DWH_TABLES_KEEP_HOURLY, DWH_TABLES_KEEP_DAILY.

Moving from 4.0 alpha to 4.0 beta since 4.0 alpha has been already released and bug is not ON_QA.

When the ovirt-engine-dwhd is started, A log message will be added with all the Application contexts that can be altered by the user.
