Description of problem:
Depending on the circumstances its typical that some tests may get skipped.  Currently restraint has no way to record this.

Version-Release number of selected component (if applicable):
0.1.24

Tests that start supporting this may have trouble reporting this to beaker since I don't believe it has any support for tests being skipped.  Beaker should be enhanced to support this as well.
