Description of problem: Relates to the https://bugzilla.redhat.com/show_bug.cgi?id=1294247. Before doing the upgrade, the installer should check if there are not tasks running. Ideally, the logic should happen in a installer hook, but it should be also possible to run it before upgrading (ideally before yum update). As we would need this presented in sat 6.1, if we wanted to do it before 6.2, we would still need to advise this commands via documentation (hammer commands checking for tasks). The reason for checking this before doing yum update is in case there is some unfinished task, the code of the actions might chance in after the update, which can lead to unexpected results. Steps to Reproduce: 1. run long-running task 2. upgrade satellite 3. see the task getting paused due to restarts. The errors are dependent on the specific task. This BZ is meant for actions we can do for 6.2. to prevent this situation.
