I use ksnapshot, and I remember in F22 it was translate in french (there was a ksnapshot.mo in /usr/share/locale/fr/LC_MESSAGES ) But with F23 ksnapshot is not translate and there is no ksnapshot.mo in /usr/share/locale/fr/LC_MESSAGES Where is the problem ?
Is kde-l10n-fr installed? rpm -q kde-l10n-fr
Nevermind, I can confirm latest kde-l10n-fr-15.12.3 does not include any translations for ksnapshot. I suspect some upstream issue here.
I see, ksnapshot-15.08 was the last release, and was only last included in kde-l10n-15.08 as well. We'll have to figure something out until a new upstream ksnapshot is released.
