Description of problem:
previous release of OSP used rhel-7-server-openstack-7.0* for repository names, but OSP8 uses openstack-8* instead (not 8.0).

Upgrades changes the repos being used to 8.0 instead of 8.

Compared the yum repos:
Before the upgrade:
rhel-7-server-openstack-7.0-director-rpms/7Server/x86_64 
rhel-7-server-openstack-7.0-rpms/7Server/x86_64          

After passing the major-upgrade-pacemaker-init step:
rhel-7-server-openstack-8-director-rpms/7Server/x86_64 
rhel-7-server-openstack-8-rpms/7Server/x86_64          



No 8.0 ^^.
