Description of problem:
Policies, Events, Conditions, Alert Profiles have empty toolbar. Navigation button never appears.

Version-Release number of selected component (if applicable):
5.6.0.0-beta1.20160322143549_f7ea680 

How reproducible:
Always

Steps to Reproduce:
1. Navigate to Control->Policies, Events, Conditions, Alert Profiles
2. Open an accordion
3. Click on a root folder

Actual results:
Toolbar is empty. There is no a navigation button.

Expected results:
There should be a navigation button

Milan,

Can you take a look at this, it seems history button is missing on some of the accordions in Control Explorer on root node.

Not only root nodes, "Compilance Policies" and "Control Policies" nodes have this issue too.

    Don't hide history buttons
    
    Just enable / disable them depending on history length.
