docker-latest should own /usr/lib/docker-latest-storage-setup.  Docker should own docker-storage-setup

# rpm -qf /usr/lib/docker-latest-storage-setup
docker-latest-1.10.3-10.el7.x86_64

# rpm -qf /usr/lib/docker-storage-setup
docker-1.9.1-28.el7.x86_64

So this is fixed in current docker.
