Description of problem:
Unlocalized strings in Authoring -> Administration page

How reproducible:
100%

Steps to Reproduce:
1. Login bpms.
2. Click Authoring -> Administration menu.

Actual results:
Unlocalized strings in Authoring -> Administration page:
RepositoryEditor
Repositories

Expected results:
Those strings should be localized.

Not sure if the 'Repositories' folder name need to be localized?
