Cause: openstack-neutron-common did not require shadow-utils. Consequence: openstack-neutron-common's installation was unable to create the 'neutron' user, without it Neutron is unable to execute commands on the hypervisor. This is only an issue on systems that did not have shadow-utils installed via other means. Fix: openstack-neutron-common now requires shadow-utils. Result: shadow-utils is now installed in time for the openstack-neutron-common RPM script to create the 'neutron' user.
