Description of problem:
Hosted Engine can not be started due the NetworkManager is running.

Version-Release number of selected component (if applicable):
ovirt-node-ng-installer-ovirt-3.6-2016042500.iso 
cockpit-0.103-1.el7.centos.x86_64
cockpit-ovirt-0.5.1-0.0.master.el7.centos.noarch

How reproducible:
100%

Steps to Reproduce:
1. Anaconda install NGN 4.0.
2. Start cockpit service.
3. Start to setup the Hosted Engine

Actual results:
1. It will report error like follows.

Failed to execute stage 'Programs detection': hosted-engine cannot be deployed while NetworkManager is running, please stop and disable it before proceeding
Hosted Engine deployment failed: this system is not reliable, please check the issue, fix and redeploy

Expected results:
1.Should start to setup hosted engine.

Additional info:
1. This issue is blocking the HE testing.

I marked this as a duplicate, because Node is just adding a web UI to hosted-engine-setup. All bugs - like this one - which are not UI specific are in hosted-engine-setup itself.
