Open an RFE base on BZ https://bugzilla.redhat.com/show_bug.cgi?id=1327133

Description of problem:
Require a event tab for Openstack providers.
Events should take either a Ceilometer or AMQP selection from the user via a radio button.The eventing should be ceilometer by default.
Add default value for amqp_security_protocol

New tab events Added to Openstack providers.Events takes either a Ceilometer or AMQP selection from the user via a radio button.The eventing is set to be ceilometer by default.Also tried setting the eventing to AMQP.
