Dragged list with misplaced migrating icons

Description of problem:

When VMs are migrated to a different host, the "migrating" icon shows up in the very first column of the VM list. When sorting the machine list basing on VM status, the "migration" icons are "dragged" when scrolling up and down through the VM list, making the user have the feeling that the icon is overlapped to the machine's status icon, and when scrolling, the "migrating" icon is also dragged over VMs that are not being migrated, which can be confusing.

Steps to Reproduce:
1. Migrate a few VMs to a different host
2. If not already there, open the Virtual Machines tab.
3. Sort machines by their status (clicking twice on the first column), so the migrating VMs are shown first.
4. Scroll the list up and down. The "migrating" icons are also dragged.

Moving from 4.0 alpha to 4.0 beta since 4.0 alpha has been already released and bug is not ON_QA.

The problem existed in any icon that has a lock icon overlay on top. So, in addition to the 'migrating' icon, this behavior was also happening on a plain 'down' + 'locked' icon.

For QE, can simply test that any icon with a lock is scrolling properly and not covering anything up.
