The quick installer incorrectly prompted for global proxy configuration settings when installing OSE 3.1. The installer has been updated to no longer prompt for global proxy settings in 3.0 and 3.1 installations because this feature requires 3.2.

Description of problem:
As global proxy setting is not supported for 3.0 and 3.1, quick-installer should not let users specify proxy hostname when install OpenShift Enterprise 3.1,OpenShift Enterprise 3.0 or Atomic Enterprise Platform 3.1.

Steps to Reproduce:
1.Run "atomic-openshift-installer install"
2.Input 2 or 3 or 5 in following step:
Which variant would you like to install?


(1) OpenShift Enterprise 3.2
(2) OpenShift Enterprise 3.1
(3) OpenShift Enterprise 3.0
(4) Atomic Enterprise Platform 3.2
(5) Atomic Enterprise Platform 3.1

Choose a variant from above:  [1]: 2


Actual results:
quick-installer prompts the following messages but global proxy isn't supported in above product:

If a proxy is needed to reach HTTP and HTTPS traffic please enter the name below.
This proxy will be configured by default for all processes needing to reach systems outside
the cluster.

More advanced configuration is possible if using ansible directly:

Expected results:
No proxy settings prompted when choosing 3.0 and 3.1 product.

https://github.com/openshift/openshift-ansible/pull/1886 proposed fix, not yet merged.

Verified with atomic-openshift-utils-3.0.93-1.git.0.437c450.el7.noarch

When choosing OSE_version or AEP_version < 3.2, no proxy settings prompted.
