Description of problem:
Policy copy is not shown immediately after creation, page refresh is required.

Version-Release number of selected component (if applicable):
5.6.0.4-beta2.3.20160421172650_719e256 

How reproducible:
Always

Steps to Reproduce:
1. Navigate to Control->Explorer.
2. Expand Policies accordion.
3. Create a test policy.
4. Make a copy of the test policy.

Actual results:
There is no a policy copy in the UI, but it's created and stored in the db. To see the created policy copy you need to refresh the page.

Expected results:
A policy copy should be visible immediately after creation.

Verfied fixed in 5.6.0.6-beta2.5.20160511140943_ff75fb2.
