AMQP credentials validation always passes

Description of problem: When setting up AMQP on new infra/cloud provider - it does not validate the inserted credentials Version-Release number of selected component (if applicable): How reproducible: Steps to Reproduce: 1. add new provider 2. Configure the IP of the infra provider 3. configure AMQP credentials - click validate 4. restore the test with wrong credentials username: 'wrong' password 'very_wrong' Actual results: the validation pass Expected results: validate the correct credentials of rabbitMQ Additional info: git issues: https://github.com/ManageIQ/manageiq/issues/8158 https://github.com/ManageIQ/manageiq/issues/8159
