1)Add a custom chargeback rate.Select a non-USD currency.Assign the Chargeback rate to some entity:Enterprise etc.
2)Generate a Chargeback report.


Actual results:

Chargeback costs are reported in USD.


Expected results:
----------------
Chargeback costs should be reported in the correct currency.

currency which is displayed on chargeback report result is dependent on currently assigned rate.

but we have storage and compute rate and there can be set up currency separately
so compute have precedence.

- if we have both assigned => currency from currently assigned compute rate is taken
- if we have only storate rate assigned => currency from currently assigned storage rate is taken
