Previously an exclamation mark appeared next to Windows guests showing "New guest tools are available" even after upgrading guest tools to latest version. This works correctly now, and after upgrading the tools the warning disappears.

Description of problem:

Wrong message is displayed when hovering above an exclamation mark next to windows guest saying "New guest tools are available" although latest RHEV-Tools 3.6.5 are installed in guest.

Version-Release number of selected component (if applicable):

rhevm-3.6.5.3-0.1.el6.noarch
rhev-guest-tools-iso-3.6-5.el6ev.noarch

How reproducible:

Always when updating guest tools from previous version to latest.

Steps to Reproduce:
1. Upgrade guest agent to latest version on rhev manager.
2. Exclamation mark with message "New guest tools are available" appears once latest ISO is available in ISO domain.
3. But after upgrading guest tools within guest same message appears.

Actual results:

Once guest tools are upgraded to latest version in guest and the message should disappear.

Expected results:

The message should disappear after updating guest tools.

Additional info:

Fresh installation of windows guest does not show this message. After reboot or shutdown/start of guest issue persist as once guest in UP state same message appears. Removing and installing guest tools did not help.

The problem seems to be in VmHandler.refreshVmsToolsVersion() which sets the GuestAgentStatus.UpdateNeeded if needed but never clears it.

I can confirm that updates of notification are broken, they don't respect updated version of WGT inside VMs.

Verified with rhevm-3.6.7.2-0.1.el6.noarch according to description.
HOST: vdsm-4.17.30-1.el7ev.noarch

1. Had both RHEV-toolsSetup_3.6_5.iso and RHEV-toolsSetup_3.6_6.iso in iso domain.
2. Installed windows 8, then installed RHEV-toolsSetup_3.6_5.iso. 
3. after reboot and timeout got the exclamation mark as expected.
4. Upgrade to RHEV-toolsSetup_3.6_6.iso.
5. after reboot and timeout the exclamation mark disappeared as expected.

please clone bug to 3.6, it still has both 3.6 + 4.0 flags.

Why was it not reported in the whine at all, for a month? Does it run for ON_QA bugs too?

This has been verified on 3.6 so moving this 4.0 version back to ON_QA
