Description of problem:

The history of devtoolset-4-toolchain-rhel7 image is a bit tangled up:

-4-9, released with DTS 4.0 content,
-4-9.[12], still with DTS 4.0 content, created due to updates of its "FROM", base RHEL7 image,
-4.9.[345], with DTS 4.1 packages, created during DTS 4.1 development.

If it become necessary to respin devtoolset-4-toolchain-rhel7 again, before DTS 4.1 is released, it'd appear with -4-9.6, which obviously messes up with the versioning and creates a confusion about the content of the image. After a discussion with Honza Horak and Marek Polacek, the correct list of versions - to match RHSCL schema, as some sort of existing example or running practice - would have been:

-4-10, forked for DTS 4.1, with -4-10.n for its respins,
-4-9.[3456...] for possible (future) respins of DTS 4.0 content.

Proposed solution was to create a -4-10 version of image when it comes to a respin of DTS 4.1 content, which will eventually come at least once, due to necessity of including signed packages, with -4-10.n for its possible respins, and keeping -4-9.n for DTS 4.0, with -4-9.6 as a first one in the list.

Verified for image rhscl/devtoolset-4-toolchain-rhel7:4-10.3.

There's also rhscl/devtoolset-4-toolchain-docker-4-9.6 image, rebuilt with updated RHEL7 base image and DTS 4.0 content, which follows the versioning schema correctly. Both DTS 4.1 and 4.0 "streams" look good.
