engine-setup should detect hosted-engine environment.
Once detected, it should:
1. Provide correct installation guide - SHE guide in this case.

2. Do not proceed, if environment is not in global maintenance.

Version-Release number of selected component (if applicable):
3.6.5.

Running engine-setup on HE, while not in global maintenance, will result in fencing the VM during the upgrade and lead to irrecoverable environment.
