Automate | Services | Remove ConfigureChildDialog method and state value.

Description of problem: ConfigureChildDialog is a method and state in the service state machine. It was created to be used as an example of how you could pass dialog information to a task. The ConfigureChildDialog service state relationship has always been commented out. The method is outdated and should be removed and the state entry should be cleared. Milan, I have a followup PR to remove the configurechilddialog.yaml. https://github.com/ManageIQ/manageiq/pull/9080/files is being reviewed. Bill
Marking this bug as verified. Although the PR Bill mentioned has not made it to to 5.6.0.11-rc2.2 yet. I noticed that the Openshift Installer in the RedHat domain uses this method, I will file a bug against that.
