Description of problem:
I have a CV with only Puppet modules that I cannot publish: every attempt fails with "Validation failed: Override must be true to edit the parameter".

6.2.0 SNAP 10.1

How reproducible:
This CV: always. When I create another with the same modules, publishing works.

Steps to Reproduce:
1. Add a bunch of modules to CV
2. Publish CV
3.

Actual results:
"Validation failed: Override must be true to edit the parameter". See additional info for traceback. As reproducing might be hard, I can give access to my Satellite, if someone wants to go and debug.

Expected results:
Publish succeeds.
