In Mitaka and Liberty, if we enable 'ipset' via the 'enable_ipset' option in the Neutron [securitygroup] section, a node running the Linux bridge agent or OpenvSwitch agent that lacks the 'ipset' utility (e.g., due to a dependency issue). This may cause create instance failed.

After we install ipset in that node, everything runs fine.

As per the attach launchpad bug https://bugs.launchpad.net/bugs/1510680, This bug is related to OpenStack Neutron
@Dongcan, Please confirm it or you can change the component from rdopkg to openstack-neutron.

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
