Description of problem:
Policy creation dialog is broken if search button was pressed.

How reproducible:
Always

Steps to Reproduce:
1. Navigate to Control->Explorer.
2. Open Policies accordion.
3. Pick any Control or Compliance policy.
4. Press search button in policy search field.
5. Try to add a new policy.

Actual results:
Policy creation dialog is broken. There are no fields, but only buttons "Add" and "Cancel".

Expected results:
Policy creation dialog works.

    Fix creation of control policy dialog after pressing advanced search
    
    It's the existence of session[:edit][:typ] that needs to drive
    the decision what the edit type would be.
