in 4.0 we won't ship reports.
the home page still have a link to it.
I think it should be dropped.

This bug is targeted to 4.0 rc but it's in modified state and referenced patch is in 4.0.0 beta1.
Please re target to 4.0 beta1 or if not complete move to assigned.
