Description of problem:
RHEL 7.3 include OVS+DPDK based on OVS 2.5 and DPDK 2.2. These components should be updated to more recent version, typically  OVS 2.6 and DPDK 16.07 or even more recent. The exact version will depends on upstream pace and version of DIDPK supported by OVS.

Seen in RHEL 7.3, to be fixed in RHEL 7.4

Additional info:
This is mainly a tracking BZ until the end of August 2016.

The following seven test suites have been run with ovs-2.6.1-2 and dpdk-16.11-2, and all tests passed.

 * kernel/networking/openvswitch/perf_check/ over 40 Gb cxgb4.

 * All 216 netperf tests passed.

== DPDK only ==
=== Xena to testpmd/Host ===
 * Due to change of dpdk_nic_bind to dpdk-devbind the existing beaker
automation failed. All tests have been tested via scripts.
 * single stream with size={64, 256, 1024}; for 64 bytes got 14.88 Mpps.
 * 32 streams size={64, 256, 1024}; for 64 bytes got 14.88 Mpps.
 * All tests passed.
 * No issues identified.
