Description of problem: Ansible 2.0.2.0 regresses the ability to use handlers in includes

Additional info:

Ansible should be updated to 2.1 as soon as it is released, (rough ETA 2 weeks from the date of this ticket) or the fix should cherry picked inwards.

Yes, this was broken in 2.0 and was not due to be fixed until 2.1. 

Rest assured we will update to 2.1 as soon as it's released.

Well, 2.1.0.0 is broken in a different way. ;) 

We hit here https://github.com/ansible/ansible/issues/16016 which is pretty bad if you aren't expecting it. I suppose that may be a corner case, so probibly will go ahead and push the epel ones stable anyhow. :(
