[SHE] Standard (non-SHE) hosts must be reinstalled before being added as SHE hosts

A note must be added to the bare-metal-to-SHE migration procedures to warn users that standard hosts that were previously used to host VMs in a non-SHE environment must be reinstalled before they can be used as self-hosted engine hosts. https://access.redhat.com/documentation/en-US/Red_Hat_Enterprise_Virtualization/3.6/html-single/Self-Hosted_Engine_Guide/index.html#Migrating_to_a_Self-Hosted_Environment In particular, this note must be updated: "If you intend to use an existing host, place the host in maintenance and remove it from the existing environment. See Removing a Host in the Administration Guide for more information." Note that hosts that are already set up as self-hosted engine hosts do not need to be reinstalled.
Don't we want to fix this flow to not need re-installation?

Let's try to fix this.
I tried to reproduce with 4.0.2 deploying an additional host as a standard host, then removing it and finally redeploying as an HE host. I tried with CLI and from the webui. I didn't found any specific issue so I'm moving this to QE, testOnly.
