authentication page

Description of problem:
It did not display the keys as prompted in authentication page.

How reproducible:
100% 

Steps to Reproduce:
1. Install rhev-hypervisor7-ng-image-update-3.6-20160516.0.el7
2. Login cockpit
3. Click root for authentication page

Actual results:
1. It prompt "Use the following keys to authentication against other systems" but without display the keys.

Expected results:
1. It should display the keys.

Instead the entire section should be hidden when no SSH keys are available.
