Description of problem:
installer failed at TASK [openshift_common : Set common Cluster facts] . The single quota went wrong in /etc/sysconfig/docker. 
1) the "OPTIONS=" line isn't end with single quota
2) the following two lines are  single quota

Steps to Reproduce:
1. prepare RHEL 7.x and install yum-utils packages.
2. ansible-playbook -i config/host /root/openshift-ansible/playbooks/byo/config.yml -vvv
3. check the docker configure files

Actual results:

# /etc/sysconfig/docker

It works well now.
