Dashboard - wrong Global utilization with 0 hosts & storages

Description of problem:
After fresh installation of engine with Dashboard,
the available and total amount of CPU/Memory/Storage shows 100%/1 GB/1 TB.
When there is no host or storage present yet, all should be 0 %/GB/TB.

ovirt-engine-dashboard-0.0.1-0.0.20160511git4debbb1.el7.centos.noarch

How reproducible:
100%

Steps to Reproduce:
1. Have a fresh installation of ovirt-engine & ovirt-engine-dashboard
   (Make sure you have no hosts or storages there.)
2. Log into Webadmin and go to Dashboard tab (should be default).
3. In Global utilization, check values for available and total CPU, Memory and Storage.

Actual results:
CPU: 100% Available of 100%
Memory: 1 Available of 1 GB
Storage: 1 Available of 1 TB

Expected results:
CPU: 0% Available of 0%
Memory: 0 Available of 0 GB
Storage: 0 Available of 0 TB

After a fresh installation of RHEV-M (or after all hosts, storages & VMs are removed), the values in Global Utilization are reported as follows:

CPU: 0% Available of 0% / donut: 0% Used
Memory: 0 Available of 0 GB / donut: 0 GB Used
Storage: 0 Available of 0 TB / donut: 0 TB Used
