Description of problem:

Pertaining to the new sidebar menu. I actually really like it and love
that we have consolidated the main "providers" down into a single
Compute menu. The only thing that bothers me in the usability is that it
takes a different amount of time for a menu to show, depending of if I
am first rolling over it, or if I am trying to select a new one. For
example, in my daily work I have two screens. Cloudforms is usually in a
browser on my right screen. As I'm working on my left hand screen and I
bring my mouse "hastily" from the left screen to the right, I touch one
of the menus. 9/10 this is the wrong menu and I then have to wait for
the menu that I want to appear. Or if I am trying to reach a button, overshoot and hit the menu I have to wait for it to disappear. 

Granted it's only probably 1s. Yet it leads to a feeling of sluggish for my brain and sometimes confusion too. Just wondering if we can make the switch time shorter.

For me, I don't think the 1s (length) is too long, it is simply that there is a difference between the mouseover and mouseout times. (A longer mouseover
selection would make my mouse movement not open a menu to begin with, or
a shorter mouseout selection would make my error of judgment that much
faster to correct.)
