Description of problem:
After updating to systemd-230-2.fc25, the system hangs before reaching graphical login.

Version-Release number of selected component (if applicable):
selinux-policy-targeted-3.13.1-190.fc25

How reproducible:
Always

Steps to Reproduce:
1. Update systemd to version 230-2.fc25.
2. Reboot.

Actual results:
System hangs before reaching graphical login.

Expected results:
System boots up and shows graphical login manager.

Additional info:
No SELinux alerts are issued but booting the system in permissive mode enables it to boot up as expected and to reach the graphical login manager.
