If satellite rpm obsoleted also ruby193-rubygem-foreman_openscap and ruby193-rubygem-scaptimony then package update would succeed...

I did not get a chance to work on this bug, as I am working on other priorities.  I am closing this now in favor of other specific bugs, I will reopen if I see this again.

Re-opening.. its still reproducible. I didn't find this earlier because in sat6.1 oscap doesn't get installed by default. So I've not installed any of the related packages on my setup. 

But if OSCAP is already installed on 6.1 then on running "yum update" with 6.2 packages, we found a dependency issue as reported in bz description.

Regarding my comment #3 satellite rpm still do not obsolete:
- ruby193-rubygem-foreman_openscap
- ruby193-rubygem-scaptimony 

and that would fix the issue.

This is reproducible with Sat6.2 GA snap18.2

steps taken:

1) disable sat6.1 repo
2) enable sat62 snap18.2 repo
3) katello-service stop
4) yum update

Verified with sat62 GA snap19. "yum update -y" step was completed and I don't see any dependency issue.
