when you shout down a VM in a cluster where the "shutdown reason" feature is not enabled it complains e.g.:

VM arik powered off by admin@internal (Host: rhel7-host) (Reason: No reason was returned for this operation failure. See logs for further details.).

seems to happen in 3.6 and master, for poweroff and regular shutdown
