Description of problem:
In CFME, if configuration has been set to collect metrics and the Hawkular tab (in Provider) parameters have not been set, CFME should still collect and display Utilization data.

Version-Release number of selected component (if applicable):
5.6.0.8

How reproducible:
Always

Steps to Reproduce:
1.Define new Provider in CFME and validate+add the provider
2.Do NOT define any hawkular endpoints
3.View Provider --> Monitoring --> Utilization

Actual results:
Error: No utilization data available

Expected results:
CFME should collect metrics and display Utilization

Verified in version 5.6.0.10-rc2.1
A provider was defined and NO Hawkular endpoint was defined. However, configuration was set for C&U Collection. 
After waiting for a few minutes, the metrics data was available for viewing.
