Description of problem:

Per summary, the UI menus are very aggressive (0 timeout?) on mouseover to open up and block doing things, and lethargic to close. This applies to both the 3.2 I'm used to using, and the latest 4.1 beta with the left menu style


Steps to Reproduce:
1. Navigate the screen like a regular person with imperfect mousing skills
2. Mouse over a menu
3. Have menu block the, e.g. catalog order pages top elements
4. Wait a long time for menu to disappear

Actual results:

Form elements covered up, can't fill out form. User waits seconds, sighs, wonders how long until he can get to the bar

Expected results:

Menu doesn't annoy my life

Suggested fix: Extend menu popup timeout to >0, + a click to open
