Description of problem:
I upgraded to plymouth-0.9.3-0.1.20160524.fc25, but this version never asks for LUKS password. Reverting to plymouth-0.8.9-17.2013.08.14.fc24.x86_64 helped to workaround this issue.

Still issue with

$ rpm -q plymouth

does running "dracut -f" fix the problem ?

That fixes the issue. So is it dupe of bug 1342673?
