Description of problem:
$tmpfilesdir variable is initialized empty in dracut script /usr/bin/dracut line 1259-1265 if systemd.pc is not present.

The main reason is that this test will return an empty value if no systemd.pc is installed :
+1260 pkg-config systemd --variable=tmpfilesdir 2>/dev/null

Then there are two fallback test which will systematicaly fail it test for file dir name.

It should be a [[ -d "/path" ]] and not [[ -f "/path" ]] at lines 1263 & 1264.

Result is modules.d/98dracut-systemd/dracut-tmpfiles.conf is incorrectly placed in the root of the initramfs instead of wanted :
/lib/tmpfiles.d
/usr/lib/tmpfiles.d
(and likely /etc/tmpfiles.d if systemd-devel is installed)

Code of the install procedure is placed at last line in :
modules.d/98dracut-systemd/module-setup.sh

I am in the case where I need to append some content in this configuration file which shoudn't be placed there.

Steps to Reproduce:
1. regenerate initramfs with dracut without systemd-devel package installed
2. see that dracut-tmpfiles.conf is not placed in root directory in initramfs img

Actual results:
/dracut-tmpfiles.conf

Expected results:
/etc/tmpfiles.d/dracut-tmpfiles.conf

Same problem with $tmpfilesdir/systemd.conf in /usr/lib/dracut/modules.d/00systemd/module-setup.sh whitch will never be installed.

It's assumed in this case that tmpfilesdir should be set to /usr/lib/tmpfiles.d by default.

This bug appears to have been reported against 'rawhide' during the Fedora 25 development cycle.
Changing version to '25'.

This message is a reminder that Fedora 25 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 25. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time

Fedora 25 changed to end-of-life (EOL) status on 2017-12-12. Fedora 25 is
no longer maintained, which means that it will not receive any further
security or bug fix updates. As a result we are closing this bug.

are unable to reopen this bug, please file a new report against the
