Deliver python-webob in RHEV's channels

Description of problem: The new image upload functionality (see bug 1343077) requires python-webob for its backend components. This package is exists for RHEL, but is delivered in the optional channel, which RHEV should rely on. We need this package both in the engine's channel (rhel-7-server-rhevm-4.0-rpms), VDSM's channel (rhel-7-server-rhev-mgmt-agent-rpms) and the corresponding POWER channels (although note it's a noarch package, so this may be a mute point). Version-Release number of selected component (if applicable): 4.0 How reproducible: 100%
guys you are still missing erratum, please create one and make RHEVM QE - QE owner of it, so we will see it right away
