Description of problem:

When installing designate, some required packages are not installed:

python-suds
python-tooz
python2-oslo-reports

Version-Release number of selected component (if applicable):
2.0.0-1.el7

How reproducible:
Every install

Steps to Reproduce:
1. yum install -y openstack-designate-*
2. "designate-manage database sync"

Actual results:
command failes to run

the openstack-designate-zone-manager service also fails to load.

Expected results:
command to run correctly
